I have had many pictures (Dia-slides)and old photographs, which I have to reduce.
I don´t know much about such things, but I think, it´s like you have written. It´s much work, I know!

no, you do not have to delete your photos here.
do the following:
go to irfanview.com/
download the little program, install it.
(it is safe and freeware, and very good, i it use since several years)
after installation, open the picture you want to make smaller from your local harddisk in the program. then choose from the menu bar:
image -> resize/resample. a menu pops up. there you may chose on the right side "800x600" or "1024x768".
below that option is a dropdown selector for the "size method". choose "Lanczos (slowest)" and then click OK.
the picture is now smaller in pixel size.
then press the floppy-disk icon on the top left of the icon bar. a "save picture as..." dialog appears. Important: on the bottom of that dialog is a selection field (in the middle) "show options dialog". check it, and another small dialog box appears. it has a slider on top,which sets compression/quality relation. slide that to about 55-65 %, then enter a new file name for your transformed picture and save it to your harddisk. now your file is saved with high jpg-compression (of course it looses some quality - but it will be still ok for the forum)
this file should be small enough for a fast upload to the website here!
